United Nations Secretary-General Kofi Annan has criticized Israel for using cluster bombs in Lebanon during the war with Hezbollah. Speaking in Jordan Thursday, Mr. Annan said cluster weapons should not be used against civilians. He said the unexploded bombs should be immediately disarmed.

Mr. Annan has been calling on Israel to lift its air and sea blockade of Lebanon and to withdraw its troops from the southern part of the country once the U.N. has deployed five thousand troops there.

Israeli Prime Minister Ehud Olmert said Wednesday that the U.N. ceasefire resolution must be fully implemented before Israel will lift the blockade and withdraw its troops. But Israel announced Thursday it has transferred control over a section of its border with Lebanon to international and Lebanese troops inside Lebanon.

After his talks in Jordan, Mr. Annan flew to Syria for meetings there.

Thai police say at least 21 bombs have exploded at banks in the restive southern province of Yala, killing at least one person and wounding at least 20 others. Officials suspect militants set off the bombs Thursday at or near commercial banks in Yala's provincial capital and nearby districts. Many of the explosives were detonated by mobile phones after being hidden in trash bins.

Separatists insurgents have staged a series of attacks in Yala and two other Muslim-majority provinces in southern Thailand (Narathiwat and Pattani) since January 2004. The provinces were a Malay sultanate until Buddhist Thailand annexed them a century ago. More than 14-hundred people have been killed since the insurgency erupted.
