總統利用亞太經合會討論北韓問題 (President Bush Uses APEC Summit to Discuss North Korea)

美國總統布希利用這個星期在河內舉行的亞太經合組織峰會的機會,與參加六方會談的其他國家的領導人討論北韓的核野心。布希總統星期五對記者說,他將敦促其他國家全面執行聯合國上個月對北韓實施的制裁措施。

布希總統這個星期將在亞太經合組織首腦會議期間,與南韓、日本、俄羅斯和中國領導人舉行雙邊會談。這些國家都反對平壤擁有核武器,但是在如何對待平壤的問題上存在分歧。南韓主張謹慎處理聯合國對北韓的制裁。

布希說,他打算在亞太經合組織正常會議期間也提出北韓核問題。布希表示,會議討論不應該僅僅局限于貿易。

President Bush is using this week's economic summit in Hanoi as an opportunity to discuss North Korea's nuclear ambitions with leaders from other nations involved in six-party talks with Pyongyang. President Bush told reporters today (Friday) he will urge the other nations to fully implement United Nations sanctions imposed against North Korea last month.

Mr. Bush is scheduled to hold bilateral talks with leaders from South Korea, Japan, Russia and China on the sidelines of the Asia Pacific Economic Cooperation (APEC) summit this week. All the parties oppose a nuclear North Korea but differ on ways to approach Pyongyang. South Korea has advocated using caution regarding U.N. sanctions.

President Bush says he intends to raise the North Korean nuclear issue during the regular APEC meetings as well, saying the discussions should not be limited to trade.

Human Rights Watch is praising South Korea for its decision to support a U.N. resolution condemning North Korea for human rights abuses. In a statement issued today (Friday), the New York-based organization urged Seoul to press North Korea to start meaningful dialogue with U.N. human rights experts.

South Korea's Foreign Ministry announced Thursday it will vote in favor of a U.N. resolution condemning North Korea for human rights abuses. Seoul had abstained from three previous votes under a policy of non-confrontational engagement with Pyongyang. The ministry said the government will support the resolution because it wants to encourage dialogue on human rights between Pyongyang and the world community.

The U.N. General Assembly is expected to vote in the coming days on a non-binding resolution that calls on Pyongyang to fully respect human rights and basic freedoms.
