Gary: Well, it’s used very often for a polite disagreement.

 Someone says, for example, “I think that we should hire more engineers.”

 You can say, “I’m sorry, but I don’t think that’s a good idea.”

 “I’m sorry, but.....” is very common in business.

Eliz: What about, “I’m sorry that you’re sick.”
